SOUTH CORPORATION JOURNALISM TENETS AND BYLAWS 
 
PREAMBLE 
 
Seeing the opposition between the NORTH and the SOUTH in matter of communications; 
Considering the life level on the earth; 
Taking in account the fact that the SOUTH represents a unique block which includes Africa, Asia and South America; 
Having in mind the low literacy rate in the South; 
Seeing that the South is as a train which is stopped; 
Taking in account the important role of journalism in the world and in a human society; 
Considering the struggle of the press to encounter the dictatorship in the underdeveloped countries; 
Knowing that the information must be useful for the local consumers; 
Knowing that communication is a fundamental toolkit for the development; 
Seeing the growing number of newspapers, press agencies in the South; 
Taking in account the fact that the southern medias have similar problems; 
Inasmuch as the richness of human capital of the southern countries; 
Seeing the common needs and habits of the southern countries of Asia, Africa and South America; 
Knowing that the North press agencies and medias are giving oriented information on the South; 
In view to face the challenges of giving information as the local consumers of the South are demanding from local journalists and to face the challenges of ganong the free flaw liberty of expression; 
Vis-à-vis of recent development of the New Communication and Information Technologies; 
Keeping all in mind; 
Hereby, all of us founders have decided to create an association to achieve the beyond aims; association which is a syndicate of medias embodying journalists from 143 southern countries of Asia, Africa and South America. 
This association is named “SOUTH CORPORATION JOURNALISM” embodying journalists from 143 southern countries( Asia, Africa and Latin America) in order to improve the technology transfer by regular meetings of journalists in the South and to be in touch regularly with the similar organizations of the North ( Europe, North America and Canada) as said in the following bylaw. 
 
CHAPTER I- CONSTITUTION-DENOMINATION-LOCATION 
 
Article 1- it had been founded in Kinshasa, Democratic Republic of the Congo on February 1st, 1997 a press organization in a form of a Non Governmental Organization-NGO- named SOUTH CORPORATION JOURNALISM 
Article 2- The abbreviation of SOUTH CORPORATION JOURNALISM is SCJ 
Article 3- South Corporation Journalism embodies journalists from 143 Southern countries 
Article 4- By 143 southern countries, these statutes name Asian, African and South America countries 
Article 5- South Corporation Journalism aims to: 
-promote the freedom of expression in the South ; 
-challenge the medias development in Africa, Asia and South America 
-gather journalists from 143 countries in order to think together how they can face their development; 
-create a “Home Press” where newspapers, magazines and other southern publications can be found easily 
-protect a large market for the medias 
- exchange experiences, information and methods to work; 
- -create the path to new communication and information technologies

Article 7- By the congress decision South Corporation Journalism can locate its office in another country. 
 
CHAPTER II-ADMINISTRATION 
 
Article 8 – Are members of South Corporation journalism, journalists of Southern countries only 
Article 9- The following are organs of South Corporation Journalism 
a-World congress 
b-General secretariat 
c-Intercontinental Committee 
d-Section 
 
CHAPTER III-FUNCTIONS 
 
Article 10- The world congress aims to: 
-resolve questions for the good governance of association and syndicate 
-meet the members in June 
-organise elections an votes 
Article 11- the general Secretariat embodies 
-the general Secretary 
-three continental managers representing each continent 
-legal counsellor 
- financial counsellor  
- The General Secretariat aims to: 
lead daily the association as the first responsible  
hold and lead the world Congress  
program the meeting of the year 
supervise the treasury  
sell the newspaper SOUTH MAIL 
 
Article 12 – The intercontinental committee is the main organ of SOUTH CORPORATION JOURNALISM. 
Il aims to: gather the three continents: Asia, Africa, South America. 
Establish the sectarian report of each country  
Send  
The sectarian report to world congress in accordance with general secretary 
Meet two times a year: in March and September. 
It is represented by nine members: three by continent, a coordinator, a continental president, a continental vice-president, a secretary  
 
Article 13 – The section represents the country. There are sections as they are countries. 
The section aims to : administrate the association in the country 
Establish report for the intercontinental committee 
Meet five times a year: February, April, July, September and November. 
 
CHAPTER IV - ELECTIONS 
 
Article 14 – SOUTH CORPORATION JOURNALISM organises its elections and vote one time each five years supervised by the world congress. 
 
Article 15 – Can be elected those who pay regularly their membership fees, payment proved by the section board.  
Each member is chosen for five years and be elected only two times.  
 
CHAPTER V - APPLICATION  
 
Article 16 – There are two categories of members : Honourable member and effective members 
 
Article 17 –To be approved as member it is necessary to present five features published in local newspapers or some broadcasting subject during the last two months before application. 
Those document must be attested by the president of the section. 
 
Article 18 – The approval membership must be agreed by the general secretariat  
 
 
CHAPTER VI - DISMISS  
 
Article 19 – SOUTH CORPORATION JOURNALISM can dismiss a member if he is convinced of misconduct regarding the statutes and tenets 
 
CHAPTER VII FINANCES  
 
Article 20 - SOUTH CORPORATION JOURNALISM depends financially of members fees some gifs, by the credible organizations. 
The selling of member cards and SOUTH MAIL is a most full source of revenue and this is the exclusive charge of the General secretariat. 
Article 21 - SOUTH CORPORATION JOURNALISM organises manifestations and meetings supported and financed by the legal organization in the world. 
It organises festival and symposiums. 
 
Article 22: - SOUTH CORPORATION JOURNALISM publishes a newspaper called SOUTH MAIL sold in all southern countries and leaded by the General secretariat. It is published also in French, Portuguese, Arab, Spanish Swahili and Esperanto. 
 
CHAPTER VIII - DISSOLUTION  
 
Article 23 SOUTH CORPORATION JOURNALISM is founded for a long term existence. It can’t be dissolved as long as the three continents exist. 
 
CHAPTER IX - MISCELLANEOUS  
 
Article 24 – Solely with the agreement of world congress, no new tenet or By Law shall be adopted, nor any tenet or By Law amended or annulled without written consent of the genral secretariat and the intercontinental coordination. 
 
Article 25 : - SOUTH CORPORATION JOURNALISM organises manifestation each year in its sections following a calendar made by the general secretariat. 
 
Article 26: These Statutes are available on their signature date.
